Holding Staff of Loss in one hand and using Carian Royal Scepter to actually cast the spell will give you the bonus damage from Staff of Loss while retaining the superior spell buff of the Carian Royal Scepter. Staff of Loss extra damage effect applies even if you're not casting with it.
